Анотація

У статті висвітлено роль та огляд проблеми впровадження систем електронного документообігу в місцевих органах державної влади. Акцентовано увагу на недостатній наявності дієвих організаційних та правових механізмів для цього на сучасному етапі інформатизації діяльності органів державної влади та обґрунтуванні заходів щодо підвищення ефективності їх роботи. Відзначено необхідність в інтеграції систем управління та Інтернет-порталів.

THE ROLE OF ELECTRONIC DOCUMENTARY COOPERATION IN THE ACTIVITIES OF LOCAL BODIES OF THE EXECUTIVE AUTHORITY

English abstract

The article highlights the role and review of the problem of introducing electronic document circulation systems in state authorities. Attention is focused on the lack of effective organizational and legal mechanisms for this at the present stage of informatization of the activities of state authorities and the substantiation of measures to increase the efficiency of their work. Management activity of local authorities is carried out by issuing organizational and administrative documents. Documentation is used as a way and means for the implementation of management functions. At the same time, the documents focus on information that needs to be safely stored for a certain time. Currently, the bodies of state power have increased the tasks assigned to them and the management functions have become more complicated and requirements for the quality of documents have changed. Information technology is also actively implemented as a means of automating processes related to documented information. An efficient and high-quality system of information provision of local authorities is an integral part of the professional functioning of the public administration system and the control over the practical implementation of the decisions of these bodies. The state of implementation of electronic document management in Ukraine shows the need to improve both the regulatory framework and the changing mentality of employees who are accustomed to working with "paper" documents. Electronic document circulation in local authorities allows, apart from increasing the culture of clerical work, to provide significant savings for replicating and sending a large number of documents, which is extremely topical today, under the conditions of limited funding of local executive authorities. In addition, the processing time of documents is accelerated, the share of routine operations is reduced, in particular, by simplifying the search for documents, improving the mechanism of organization and execution of documents, as well as modernizing the culture of record-keeping processes.
