THEORETICAL ASPECTS OF FAMILY SOCIAL PROTECTION IN UKRAINE

English abstract

The purpose of this article is specification of the essence and components of social protection on the basis of generalization and a critical rethinking of existing scientific approaches; defining the functions of social protection; substantiation of expediency social protection of families; classification of families by their composition in the system of social protection; definition of the mechanism of social protection of families in Ukraine. A generalization and critical analysis of existing approaches have allowed the definition of social protection as a system of social guarantees, norms and measures that are consolidated and implemented by socio-political institutions to prevent and minimize social risks in order to ensure an adequate standard of living for the population and social (human) development. The main components of social protection are social insurance, social security and social infrastructure. Social protection carries out preventive and curative functions. The family is a special object of social protection, because it ensures the fulfillment of the reproductive, educational, household, and social functions. Families differ in their composition, age characteristics of their members, level of well-being, and others. Particularly vulnerable families include young families; families with pensioners and incapacitated persons; low-income families, families with children; dysfunctional families; incomplete families. The mechanism of social protection of families in Ukraine is sufficiently complex. Social welfare means for families within the framework of social insurance are insurance payments, social security – social benefits and benefits, social infrastructure – social services.
