Анотація

У статті висвітлюється важливість перерозподілу фінансових потоків у процесі реформування місцевого самоврядування. Розглянуто механізми впровадження децентралізації в сучасній Україні. Проаналізовано й узагальнено наукові підходи до визначення змісту та ролі децентралізації у ринковій економіці. Досліджено питання реформи з децентралізації влади в Україні. Виділено переваги та недоліки реформування процесів розподілу фінансових ресурсів в Україні.

PROBLEMS AND PERSPECTIVES OF FINANCIAL DECENTRALIZATION IN UKRAINE

English abstract

In modern conditions of functioning of the State of Ukraine has begun a new phase of its development by implementing reforms in all its spheres. Among all the reforms has reform of budget system, based on the financial decentralization. Financial decentralization in modern conditions is considered as a necessary condition for the successful decentralization of state functions in the context of democratic transformations. Decentralization is the process of redistributing or dispersing functions, powers, people or things from the central management. In the article the basic problems of budget funds at the regional level. The importance of decentralization in the reform of local government was substantiated. The article deals with the features of budget decentralization as a component of the reform, which is ongoing now in Ukraine. Scientific approaches to determining the content and role of decentralization in a market economy were analyzed and summarized. The article is devoted to the issues of reform on the decentralization of power in Ukraine. The risks, perspectives and problems of the reform are analyzed. It has been developed proposals aimed at improving the efficiency of budgetary adjustment in the process of reforms implementing.
