Анотація

Конкретизовано сутність і фактори тінізації зайнятості та заробітної плати. Проаналізовано масштаби та тенденції тінізації національної економіки як передумови тінізації ринку праці. Обґрунтовано співвідношення формальної та тіньової зайнятості в Україні. Визначено масштаби тіньової заробітної плати в національній економіці. Конкретизовано соціально-економічні наслідки тінізації зайнятості та заробітної плати в Україні.

SHADOW EMPLOYMENT AND SALARIES IN UKRAINE: TRENDS AND THREATS

English abstract

The purpose of this article is a study of the scale, factors on the socioeconomic implications of shadowing of employment and wages in Ukraine. Shadow employment and wages are phenomena that threaten the social and economic security of the state. All factors that predetermine the shadowing of the labor market can be divided into objective (based on regulatory mechanisms) and subjective (due to legal nihilism and lack of legal culture). An indirect indicator of the level of shadowing of employment and wages is the level of shadowing of the economy, which according to the calculations of the Ministry of Economic Development and Trade exceeds the critical level. According to the State Statistics Service, the level of shadow employment in Ukraine during 2010-2017 varied from 22.9 to 26.2%. According to author's calculations, the scale of shadow wages in the national economy is quite significant (in 2017 it ranged from 280.7 to 643.3 billion UAH). This results in significant fiscal losses from the consolidated state budget (in 2017 from UAH 53.4 billion to UAH 132.8 billion) and the Pension Fund (in 2017 from UAH 14.3 to UAH 30.1 billion). In addition to fiscal losses, the shadowing of the labor market leads to a number of other negative socio-economic consequences, among which: reducing competitiveness and manageability of the economy; difficulties of the state in fulfilling social obligations; loss of citizens' confidence in state institutions, deformation of the tax system, etc.
