METHODICAL APPROACHES TO THE FORMATION AND PORTFOLIO MANAGEMENT OF PROJECTS FOR THE IMPLEMENTATION OF THE DEVELOPMENT STRATEGIES OF THE UNITED TERRITORIAL COMMUNITIES

English abstract

The unified territorial communities are new structural units in the administrative system of Ukraine. In addition to the problems of regulatory and financial regulation, issues of scientific and methodological substantiation of the processes of strategic development of the unified territorial communities on the principles of applying modern methodologies and project management practices are also relevant. The article develops methodical approaches to the formation and management of project portfolios for the implementation of strategies for the sustainable development of unified territorial communities on the principles of applying a value oriented model of project management. The organizational aspects of the introduction of project management in the united territorial communities have been developed based on the creation of a project management office (committee) for managing strategies. An algorithm for developing a sustainable territorial community development strategy has been proposed. It is advisable to formulate the stakeholder expectations based on the CLEAR method. It is advisable to determine the priority of development strategies using the Forsyth method. It is advisable to use several tools for strategic analysis of a unified territorial community, including SWOT analysis, PESTLE analysis and A-B-C analysis. Ensuring high efficiency of project management as a key to the success of sustainable territorial development strategies of the united territorial communities can be laid down by the following principles: competence and motivation for project management; the availability of a process-adapted methodology; systematic management processes and their improvement. The proposed approaches to the formation of territorial strategies will help to ensure the community's economic development and the effectiveness of utilizing the resources available to the communities.
