NATIONAL AND FOREIGN EXPERIENCE OF SUPPORTING YOUTH ENTREPRENEURSHIP

English abstract

The national and foreign experience of supporting youth entrepreneurship is analyzed. Compared to the domestic practice of supporting youth entrepreneurship, there is a wider range of tools to support youth self-employment and youth entrepreneurship abroad. In most EU countries, recognizing the importance of small business to the economy, they are taking steps to build entrepreneurial potential and create favorable market conditions for the development of youth entrepreneurship. There are various mechanisms and models of support for youth entrepreneurship in the world that are integrated into youth education and training systems. In particular, indirect financial support for youth entrepreneurship: subsidies, preferential lending, preferential taxation, and counseling and mentoring programs for young people. The need to develop a mechanism for supporting youth entrepreneurship in Ukraine has been proved. A conceptual model of the mechanism of youth entrepreneurship development based on SADT methodology is proposed, by which the functions performed by the system are analyzed, specifications of requirements and functions of the designed system are described and systems are designed. The SADT methodology (created on the basis of the SASD methodology) is one of the most well-known systems analysis and design methodologies. The peculiarity is that it models such properties of systems as control, feedback and resources. The conceptual model consists of four subsystems: 1) nation level; 2) regional level; 3) educational subsystem; 4) infrastructure subsystem. The Youth Entrepreneurship Development Mechanism is a complex system that encompasses many elements that are interconnected by common goals, objectives, projects and functions. And the quality of these linkages depends on how well the system works.
