Анотація

Визначено передумови інвестування в агарну сферу регіону. Проведено аналіз структури посівних площ, реалізованої продукції рослинництва та тваринництва Рівненської області. Виокремлено етапи впровадження в області функціональної дворівневої системи іпотечного кредитування аграріїв. Визначено завдання Державного іпотечного агентства на рівні регіону. Окреслено очікувані наслідки функціонування регіонального Державного земельного агентства. Визначено державні інституції, які мають опікуватись питанням державного нагляду у сфері іпотечного кредитування аграрної галузі та їх функції.

REGIONAL ASPECTS OF THE DEVELOPMENT OF MORTGAGE LENDING OF AGRARIAN SPHERE

English abstract

Objectively conducted analysis of the state of mortgage lending in the regional context allows to determine the prospects and specific economic and organizational measures to increase the resource potential of mortgage lending in the agricultural sector in each region of Ukraine. The purpose of this article is to determine the prospects of mortgage lending and justify the feasibility of implementing an experiment on mortgage lending to farmers in Rivne region. The article describes the prerequisites and factors for investing in the agricultural sector of the region. The analysis of the structure of acreage, sold products of crop and livestock of Rivne region has been carried out. The level of meeting the consumer needs of the region for agricultural production has been determined. The stages of implementation in the field of functional two-tier system of mortgage lending to agrarians have been distinguished: creation of a regional branch of the State Mortgage Agency; conclusion of agreements between the state mortgage agency and banks of the region wishing to participate in the program of mortgage lending to farmers; attracting investors; Dissemination of information among agricultural enterprises on the terms of crediting; preparation of documentation and creation of a regional State Land Agency; implementation of mortgage procedures. The tasks of the State Mortgage Agency at the regional level have been defined: ensuring maximum availability of agricultural entities to financial and investment resources, simplifying the procedure of granting mortgage loans and minimizing credit risks. The expected consequences of the functioning of the regional State Land Agency are: promotion of accumulation of financial resources, their rational redistribution and mobile routing through the network of banking institutions of the region to the borrowers. The state institutions that should take care of the state supervision in the field of mortgage lending to the agrarian sector and their functions have been identified: State Inspectorate of Agriculture in Rivne region; Main Territorial Department of Justice in Rivne Oblast; Main Department of State Geocadastre in Rivne region; The National Commission for the State Regulation of Financial Services Markets; National Securities and Stock Market Commission (Department in the Western Region).
