Анотація

Розглянуті особливості формування монетарної політики в особливих економічних умовах, зокрема, під час фінансової кризи, в окремих зарубіжних країнах. Висвітлені основні монетарні засоби, які було застосовано США, Великою Британією, Швецією, Новою Зеландією, Польщею та країнами пострадянського простору. Проаналізовані нетрадиційні монетарні засоби, до яких вдавалися в інших країнах, з метою подолання негативних наслідків фінансової кризи. Актуалізовано необхідність виважено підходити до запровадження іноземного досвіду в національну економіку. Визначений позитивний досвід монетарних засобів досліджуваних країн, який доцільно імплементувати при формуванні монетарної політики в Україні.

FORMATION OF THE MONETARY POLICY OF THE STATE: EXPERIENCE OF CERTAIN FOREIGN COUNTRIES

English abstract

The peculiarities of monetary policy formation in particular economic conditions, in particular during the financial crisis, in some foreign countries are considered. The main monetary assets that have been used by the United States, the United Kingdom, Sweden, New Zealand, Poland and the countries of the former Soviet Union have been highlighted. The unconventional monetary means used in other countries to overcome the negative effects of the financial crisis are analyzed, due to the need to stabilize the situation in the banking sector and stimulate the economic development of the countries. In particular, quantitative easing, large-scale acquisitions of government assets, constant "informing the public" of monetary policy intentions that have been put in place to address the negative effects of the financial crisis. These approaches have proved positive in terms of forming stable long-term expectations of economic agents for the future monetary policy course. The need to consider the introduction of foreign experience into the national economy has been updated, since the absence of structural changes in the institutional environment will lead to the absence of significant results. Positive experience of monetary assets of the studied countries has been determined and it is expedient to implement it in the formulation of monetary policy in Ukraine. The expediency of introducing overnight deposits in Ukraine and the ability of a banking institution to make such deposits into the accounts of the National Bank of Ukraine have been proved, which would reduce the possibility of speculation with the use of excess liquidity of banks. As well as systematically informing the public about measures implemented within monetary policy, which will facilitate its transparency and simplify its government control.
