Анотація

У статті розглянуто сутність сучасних трансформацій системи охорони здоров’я в контексті підвищення ефективності діяльності закладів охорони здоров’я, що трансформувалися у комунальні підприємства. Проведено авторський аналіз теоретичних підходів до постановки проблеми. Визначено переваги перетворення закладів охорони здоров’я на комунальні підприємства. Виявлено нові можливості мотивації працівників та джерела фінансування комунальних підприємств.

IDENTIFICATION OF BENEFITS OF MEDICAL FACILITIES FUNCTIONING IN THE FORM OF PUBLIC UTILITIES

English abstract

The main directions of the reform of the health care system are transformation of the system of public authorities and, accordingly, changing the coordinate of their influence on the system, expanding the cooperation of public authorities and all links of the health care system with international social and health care organizations, improvement of the system of medical personnel training, activation of processes of decentralization in the context of the health care system, creation of a new regulatory legal environment of the health care system. Today, communal ownership has become the main form of health care in a short time. The communal form of ownership by its nature has a significant number of advantages in applying at the regional level. It is closer to the needs of local communities. However, there are many questions regarding its implementation in the healthcare sector. At present there are normative legal acts, methods, instructions on regulation of activity of public utilities. However, a new form of organization of health care facilities needs to identify ways to realize the benefits of such facilities and new opportunities for their cooperation with the environment of the state-institutional environment. Organizational, legal, economic benefits should be reflected in improving the quality of health care delivery. Expenditures of hospitals on utilities, equipment, repairs, and salaries are constantly increasing; therefore, in the new conditions for communal property enterprises it is proposed to attract new sources of attracting funds: payment from insurance companies for medical services provided; payment from employers for medical services provided to employees; money from charities; cash proceeds from the provision of paid services in accordance with the current legislation of Ukraine. The full implementation of traditional sources of replenishment of public utilities – hospitals and the intensive attraction of funds from new sources will help healthcare institutions realize the benefits of operating in the new conditions of the transformed healthcare system
