Анотація

У статті проаналізовано основні тенденції показників поводження з відходами за останні роки в Україні, до яких належить крім утворення ще і показники їх утилізації, спалення та видалення в спеціально відведених місцях. Це дозволило зробити висновок, що на даному етапі розвитку економіки існує гостра потреба у декаплінгу, тобто, у переході до інклюзивної та циркулярної економіки. Було проведено також дослідження чинників росту ресурсної продуктивності ВВП та їхній зв'язок із політикою екологізації економіки для України. З’ясовано, що в Україні склалася нераціональна система природокористування й управління соціально-економічним розвитком держави, яка є в цілому неефективною та екологічно небезпечною. Запропоновано ряд заходів для реалізації стратегії циркулярної економіки, зокрема стимули для ресурсозбереження, включаючи більш справедливі ціни на природні ресурси, диференційовану плату за утилізацію відходів, зміни у політиці податків і державних закупівель у бік сприяння ресурсній ефективності та екоінноваціям.

CIRCULAR ECONOMY IN THE ECONOMIC SYSTEM OF UKRAINE: ITS STATE AND PROSPECTS

English abstract

The article summarizes the definitions of circular economy and decapling, analyzes the role of green economy development in solving urgent problems of depletion of non-renewable natural resources, the using of environmentally hazardous resources and technologies in order to reduce the risk for further economic, environmental and social development through the study of dynamics.Studies have shown that the current situation regarding waste volumes in Ukraine is critical, as about 1.25% of the country's territory is occupied by landfills. The main trends of waste management indicators in recent years in Ukraine, which include in addition to the formation of their disposal, incineration and disposal in specially designated areas, are analyzed. This led to the conclusion that at this stage of economic development there is an urgent need for decapiling, that is, in the transition to an inclusive and circular economy. Decapling is the ability of an economy to grow without a corresponding increase in energy and resource use (source boundaries) and environmental load (absorption limits).Factors for the growth of GDP resource productivity and their relation to the policy of greening the economy for Ukraine were also conducted. It is revealed that in Ukraine there is an irrational system of nature management and management of the socio-economic development of the country, which is generally inefficient and environmentally dangerous. Calculations indicate strengthening in some years negative manifestations in the national economy and environmental field. It becomes obvious need for a balanced state policy aimed at ensuring balanced development of Ukraine in its economic and environmental components. A number of measures have been proposed to implement the circular economy strategy, including incentives for resource conservation, including fairer prices for natural resources, differentiated payment for waste disposal, changes in tax and public procurement policies to promote resource efficiency and eco-innovation.
