Анотація

У період екологічної нестабільності України, особливу роль у збереженні природних ресурсів відіграють території та об’єкти природно-заповідного фонду (ПЗФ). Вагому частку ПЗФ України становлять лісові ресурси. У даній статті розглянуто перспективи підвищення рівня збереженості ялинових лісів відповідно до європейських нормативів і стандартів. Особлива увага відведена лісовим ресурсам України, а саме хвойним лісовим екосистемам. Запропоновано шляхи усунення недоліків, прогалин, суперечностей у питаннях збереження лісових ресурсів. Проаналізовано стан збереження лісових ресурсів у країнах Європейського Союзу та визначено нові тенденції удосконалення української системи управління збереженням хвойних лісових ресурсів, обґрунтовано необхідність проведення змін у державній політиці щодо раціоналізації їх використання й посилення соціо-еколого-економічних ефектів відповідно до концепції сталого розвитку.

ASPECTS OF ECOLOGY-ECONOMIC SECURITY

English abstract

Forest ecosystems have been of great socio-economic importance, especially in the current conditions of decentralization of power, formation of united territorial communities. The state of forest resources conservation in the countries of the European Union is analyzed and new tendencies of improvement of the Ukrainian system of management of coniferous forest resources are determined, the necessity of carrying out changes in the state policy for rationalization of their use and strengthening of socio-ecological-economic effects in accordance with the concept of sustainable development has been substantiated. In this scientific work, ranking of developed countries of the world on the ability and role of forests in the maintenance and development of ecosystem functions has been done. Recently, there has been a trend of multi-purpose use of forest resources, a desire to balance different areas of their economic use, taking into account the scarcity of forest resources, as well as the negative impact on the environment. The overwhelming number of sectors of the national economy have been involved in the process of forestry, which involves the removal and use of forest resources, as well as their reproduction and improvement. Polissia spruce forests mainly grow on wetlands and wetlands, so wet and moist types are predominant. The stands of Polissia spruces are low and rarely medium-productive, usually mixed. Forest resources are timber, technical and medicinal raw materials, feed, food and other forest products used to meet the needs of the population and production. By their purpose they are divided into forest resources of national and local importance. For special use of forest resources, a fee is set at fixed rates or in the form of rent or income derived from the sale of forest resources on competitive terms.
