Анотація

В статті проведено аналіз комплексу міжнародних стандартів ISO, OHSAS, BS ІІР у сфері системи менеджменту безпекою праці. Встановлено основні вимоги та принципи міжнародного законодавства щодо умов праці, ризиків, управління, соціальної відповідальності та керування інформаційною безпекою. Визначено призначення та переваги міжнародних стандартів серії ISO, OHSAS, BS ІІР щодо якісної побудови та управління інтегрованими системами менеджменту охороною праці. Проаналізовано недоліки стандартів OHSAS 18001 та ISO SR 26000. Виявлено основні принципи Євросоюзу з питань гігієни та безпеки праці, шляхом реалізації Директиви 89/391/ЄEC, а також адаптацію міжнародних документів до національної політики з охорони та безпеки праці.

INTERNATIONAL IMPERATIVES OF THE HYGIENE AND MANAGEMENT SYSTEM OCCUPATIONAL SAFETY

English abstract

The article analyzes the set of international standards ISO, OHSAS, BS IIR in the field of occupational safety management system. The basic requirements and principles of international legislation on working conditions, risks, management, social responsibility and information security management are established. The purpose and advantages of the international standards of the ISO, OHSAS, BS IIR series on the quality construction and management of integrated occupational health and safety management systems are determined. The order of local formation of working conditions is determined as a result of perfect operation of quality management systems or occupational health and safety ISO 9001, BS OHSAS18001, risk management ISO 31000, energy management ISO 50001, health and safety ISO 45001 and more. Attention to universal values is reflected in the standard ISO 14001:2015. The international standard ISO SR 26000: 2011 is comprehensive and takes into account the interests of most stakeholder groups, aimed at environmental protection, resource efficiency. OHSAS 18001 and SA 8000 Social Accountability are designed to build employment relationships. They do not match the purpose and contain requirements to eliminate discrimination and ensure appropriate working conditions. Implementation of the international standard BS II (British standards Investors in people) provides such competitive advantages as increasing productivity and competitiveness, increasing financial performance, improving the quality of products and services, improving teamwork, improving the corporate image of the organization, investment attractiveness. These standards have many common rules and this list is not exhaustive. The list of standards that are part of the integrated management system is developed taking into account the needs and specifics of the enterprise. The basic principles of the European Union on occupational health and safety have also been identified through the implementation of Directive 89/391 / EEC and the adaptation of international instruments to national occupational safety and health policy.
