Анотація

У статті розглянуто планування раціонального використання порушених земель унаслідок незаконного видобування бурштину на території Каноницької об’єднаної територіальної сільської громади Вараського району Рівненської області на основі системного підходу. Для моделювання перспективного оптимального використання порушених земель використано поєднання методу аналізу ієрархій та методу нечітких множин. На основі системного підходу, з урахуванням соціально-економічних, екологічних та просторових факторів, обґрунтовано та визначено перспективний вид використання порушених земель на прикладі трьох земельних ділянок у межах Каноницького старостинського округу.

PLANNING THE RATIONAL USE OF DISTURBED LANDS AS A RESULT OF ILLEGAL AMBER MINING

English abstract

The study is devoted to the issue of substantiation the perspective directions the rational use of disturbed lands due to illegal amber mining on the basis of a systematic approach. Large areas of disturbed land are emerging caused by illegal amber mining. There is no single concept of planning and further use of disturbed lands and development these territories. A combination of the methods of the analytic hierarchy process and fuzzy sets was used to model the perspective optimal use of disturbed lands. The optimizing hierarchical model of factors for planning the rational use of disturbed lands caused by illegal amber mining in the Kanonytschi united territorial rural community has been formed. The local and global priorities for each land plot based on the built model are determined. The integrated indicator Ki is calculated for the purpose of to select the type of land use. The perspective type of use the disturbed lands taking into account socio-economic, ecological and spatial factors on the basis of the performed calculations is substantiated and determined on the example of three land plots in the Kanonytschi starostyn district. The application of a systematic approach to solving the problems of land use planning and territorial development allows to take into account the combined influence of factors on the condition of disturbed lands, to assess promising areas of their use in conditions of uncertainty. The results of research can be used in the development of spatial planning documents at the regional and local levels, such as land management schemes and feasibility studies for the use and protection of community lands, a comprehensive plan of spatial development of the territorial community, master plan and detailed plan.
