Анотація

Відображено існуючий державний механізм реалізації універсальної соціальної гарантії населенню – отримання освітніх послуг у системі середньої освіти. Проілюстровано еволюцію механізму фінансування освітніх послуг в системі середньої освіти у процесі децентралізації. Наведено ресурсний потенціал системи середньої освіти України. Доведено, що доки держава та її органи управління займаються оптимізацією використання ресурсів системи середньої освіти у ній реалізуються інновації надання послуг в онлайн-школах, які зорієнтовані на врахування викликів зовнішнього середовища, широке використання інформаційних технологій та власних коштів населення. Спрогнозовано, що подальше бажання населення здобути середню освіту в онлайн- школах з використанням коштів держави, може спричинити суттєві організаційно-управлінські трансформації.

ORGANIZATIONAL AND MANAGEMENT TRANSFORMATIONS AND INNOVATIONS IN THE PROVISION OF SERVICES IN THE SECONDARY EDUCATION SYSTEM OF UKRAINE

English abstract

The existing state mechanism for the implementation of a universal social guarantee for the population – obtaining educational services in the secondary education system is reflected. The evolution of the mechanism of financing educational services in the secondary education system in the process of decentralization is illustrated. It is proved that the mechanism of state financing of educational services of secondary education provided for the receipt of educational subvention by local authorities and did not stimulate them to significantly reorganize the educational network. The resource potential of the secondary education system of Ukraine in 2020 is given in terms of: number of schools, students, teachers; average class size and teacher workload; expenditures per student by region. The top regions with the highest and lowest cost of education for students in the secondary education system are displayed. It has been proven that while the state and its governing bodies are engaged in optimizing the use of material resources of the secondary education system, it implements innovations in the provision of services in online schools, which are oriented towards taking into account the challenges of the external environment and the wide use of information resources and technologies, the population's own funds. The range of services and their cost in the online school is given. Comparison of the cost of education for 10 students in a class with the cost in the regions. It is predicted that the further desire of the population to obtain secondary education in online schools with the use of state funds may cause significant organizational and management transformations, namely: the student's free choice of school and disciplines; claim by acquirers from the state for cost compensation; structural changes in the employment and motivation of teachers, transformation of management in local authorities and educational institutions.
