Анотація

У статті розглянуто особливості збалансованого землекористування як основи розвитку ефективних земельних відносин. Досліджено зміст суспільної корисності землі та інших природних ресурсів, яка повинна виражатися як максимально можлива еколого-економічна ефективність використання землі для задоволення еколого-ресурсних потреб суспільства. Наголошено, що розвиток збалансованого землекористування є одним із важливих пріоритетів країни, зокрема земельної політики. Вказано, що соціалізація є важливою умовою досягнення сталого землекористування. Обґрунтовано підходи до оцінки розвитку збалансованого землекористування.

BALANCED LAND USE AS THE BASIS OF THE DEVELOPMENT OF EFFECTIVE LAND RELATIONS IN UKRAINE

English abstract

The article examines the features of balanced land use as a basis for the development of effective land relations. It is emphasized that the problem of the limitation of such natural resources as land is determined by its value characteristics, which are directly related to the target orientation and motivation of production activity. Balanced (sustainable) land use must be considered as reproduction 23 Вісник НУВГП and rational use of land and other natural resources. In the scientific sense, reproduction of land and other natural resources is a threefold process, which includes restoration (preservation) of ecosystems, exploitation of land and other natural resources, as well as processing of natural raw materials. One of the significant aspects of balanced land use is its socialization, which means that land acts as a common good. As for people in general, this principle suggests the need for broad and comprehensive coordination between society and land use. The land use system itself determines the humanization of the relationship between society and resources. The process of publicizing land use means that you can use land and other natural resources only for the benefit of society and the people as a whole, while observing the necessary norms and rules. Implementation of the principles of socialization in practice requires the creation of an appropriate economic and legal framework to ensure the balance of individual and collective (common) land interests. The content of the social usefulness of land and other natural resources, which should be expressed as the maximum possible ecological and economic efficiency of land use to meet the ecological and resource needs of society, has been studied. Approaches to the assessment of the development of balanced land use are substantiated. Sustainable reproduction of land and natural resources, as a rule, involves expanding the scale of direct land restoration, effective and comprehensive use of natural raw materials, preservation of land and other natural resources and all existing biodiversity. Such land use is possible only on the basis of the achievements of scientific and technical progress and an ecologically oriented structure of the economy: national, regional and local- territorial land use. We believe that the regime of balanced land use is not only the effective use of land, but also the appropriate land institutional structure and the institutional environment of the land management system. The model of balanced land use is an extremely broad concept that should be considered as a socio-economic-ecological system, which includes agriculture, environmental protection activities, recreation and other types of land use.
