Анотація

У статті розглянуто організаційні та логістичні заходи урядової підтримки релокованого бізнесу, умови його подальшої адаптації у територіальних громадах. Визначено основні напрями сприяння розвитку внутрішньо переміщених підприємств органами виконавчої влади та місцевого самоврядування. Наведено статистику щодо кількості діючих та релокованих підприємницьких від початку повномасштабного вторгнення. Детально розглянуто організаційні, консультативні та фінансові механізми забезпечення функціонування релокованого бізнесу в Рівненській області. Визначено перспективи щодо стабілізації економічного середовища в територіальних громадах регіону через співробітництво та подальшу співпрацю з іноземними компаніями та інвесторами.

OPERATIONS OF RELOCATED BUSINESS IN TERRITORIAL COMMUNITIES (ON THE EXAMPLE OF THE RIVNE REGION)

English abstract

The article is devoted to the analysis of the conditions of relocated business operations and the determination of prospects for the stabilization of the economic environment in territorial communities. The study was conducted based on the activities of business structures of the Rivne region. The article identifies the problems of business operation in the conditions of large-scale Russian aggression against Ukraine. Limited financial resources, lack of qualified staff and adequate resources, inflation and devaluation, in particular the increase to the prices of raw materials, termination of a 227 Вісник НУВГП business partnership, problems with supply and logistics, drop in demand in its main markets are defined the main problems of business operations in territorial communities. The conditions of internal movement of business from war zones and temporarily occupied territories to relatively safe regions in Western Ukraine were considered. The trend of business recovery from the start of the war to the present time has been determined. The article describes providing organizational, transport and logistics services, measures of public administrative impact for support relocated businesses. Data of enterprise relocation and operations in other territories are provided. Organizational, consulting and financial instruments for effective relocated business operations process management in the Rivne region are considered in detail. The trends of the leading indicators of local budgets, particularly the amount and structure of income and expenses, are determined. Economic stabilization means the government's efforts to establish further cooperation with foreign companies and investors in territorial communities. It was concluded that in the conditions of war, business operations ensures the income of owners and the employed people, and most importantly, it provides the state budget, for solving such important problems as activation of social and economic activity and development of territorial communities.
