Анотація

У статті проаналізовані основні аспекти становлення процесів ревіталізації з врахуванням світового досвіду. В самому базовому значенні ревіталізація означає відродження або відновлення умов та властивостей певного місця, яке пережило період занепаду та стає більш придатним для проживання. При цьому відзначено, що дослідження ревіталізації полягає в розкритті та показі нових можливостей старих форм, з урахуванням їх нових функцій. У ході ревіталізації найчастіше використовують комплексний підхід. Оцінено, що у ході ревіталізації міського простору необхідно відтворити його таким чином, щоб можна було розвинути ідеї спільноти громади в самодіяльних заходах, спрямувати зусилля на утримання і розвиток територій, парків і відпочинкових теренів у містах. Констатовано, що для підвищення ефективності програм ревіталізації необхідно вдосконалити нормативно-правове забезпечення; здійснити узгодженість процесів ревіталізації не лише зі стратегіями розвитку, але й просторовою політикою; створити набір відповідних фінансових інструментів для забезпечення органів місцевого самоврядування диверсифікованими фінансовими ресурсами; гарантувати правову та фінансову безпеку заходів з ревіталізації.

REVITALIZATION OF MUNICIPAL SPACES IN THE APPLIED RESEARCHES

English abstract

In the articles analysed basic aspects of becoming of processes of revitalization are taking into account world experience. In the base value of revitalization means a revival or proceeding in terms and properties the determined location that outlived the period of decline and becomes more suitable for a residence. It is thus marked that research of revitalization consists in opening and show of new possibilities of old forms, taking into account their new functions. During revitalization mostly use complex approach. It is shown on concrete examples, that revitalization shows a soba not simply renewal and restoration, but she stimulates the sociocultural and economic increase of city also, is one of elements of politics of development that is sent to prevention of processes of degradation of the urbanized territories, to the crisis phenomena, that take place as a result of increase of social-economic activity, improvement of environment of residence of habitants with the simultaneous observance of principles of the balanced development of territory. Projects from revitalization in ЄС have state grants, favourable tax treatment for the use of "green" technologies. In relation to Ukraine, then processes of revitalization are on the initial stages of becoming. Success of the program of revitalization with Ukraine needs a quality normatively-legal tool that will allow clearly and consistently to define the terms of creation of the programs of revitalization, and also will guarantee financing of these programs in accordance with strategies of development of city or region. It is appraised, that during of revitalization municipal space it is necessary to recreate him thus, that it was possible to develop the ideas of association of society in amateur measures, to point effort at maintenance and development of territories, parks and walks of life of rest in cities. Proceeding in the degraded territories and building must have on an aim introduction of public functions on former productive and soldiery territories. It is offered that for the increase of efficiency of the programs of revitalization it is necessary to perfect the normatively-legal providing; to carry out co- ordination of processes of revitalization not only with strategies of development but also by spatial politics; to create the set of corresponding financial tools for providing of organs of local self-government the diversified financial resources; to guarantee legal and financial safety of measures on revitalization. Presently revitalization is estimated as a key task that requires the complex going near a decision. It is not only maintenance of municipal sights, reconstruction of fragments of municipal space but also process that is characterized by a complexity and duration, the primary purpose of that is proceeding in the economy of city in combination with measures in relation to the decision of his social and ecological problems. The task of this process consists in guaranteeing of efficiency of development of cities. It is marked that in Ukraine a trend in relation to the processes of revitalization will be very actual, especially in a post-war period. The far of areas in cities, that is now destroyed, will need new senses. Exactly successful examples of reconstruction and revitalization can become pointers for future projects from the return of life in the cities of Ukraine destroyed by war.
