Анотація

У статті розглянуто планування використання територій та управління земельними ресурсами через механізм «територіально- просторового планування». Проведено аналіз систем територіально-просторового планування у країнах ЄС. Окремо розглянуто інструменти просторового планування на національному, регіональному та місцевому рівнях. Детально висвітлено інструменти територіально-просторового планування у Швеції, Норвегії, Фінляндії, Нідерландах та Німеччині, де система планування базується на комплексному підході. Особливості управління територіями та інструменти територіально- просторового планування на основі регіонально-економічного підходу, розглянуто на прикладі Франції. Виявлено переваги імплементації механізмів та інструментів територіально- просторового планування у систему управління територіями та просторого планування в Україні на місцевому рівні.

SPATIAL PLANNING AS A MECHANISM OF SUSTAINABLE TERRITORIAL DEVELOPMENT

English abstract

The study is devoted to the issue of the planning land use and the land management through the mechanisms of «spatial planning». Spatial planning is based on the concept of sustainable territorial development. In EU countries, the following models of spatial planning are prevalent: regional-economic-based planning, comprehensive planning, and urbanism. Spatial planning, for the most part, is based on a program-target approach. Its main tools include strategic programs and spatial planning documentation at the national, regional, and local levels. At the national level, government authorities are responsible for developing the framework policies that initiate and guide the decision- making process, creating conditions for effective planning at the regional and local levels. At the regional level, the detailed elaboration of guiding principles and the foundations of territorial- spatial development occur through regional strategies and programs. At the local level, spatial planning relies on strategies developed at both national and regional levels. Documentation for spatial planning at the local level, which directly concerns specific landowners and land users, holds particular importance. The article provides an in-depth analysis of spatial planning tools in Sweden, Norway, Finland, the Netherlands, and Germany, where the planning system is based on a comprehensive approach. The specifics of land management and spatial planning tools based on a regional-economic approach are considered using France as an example. With accession to the EU, the planning systems of most countries are undergoing significant changes, gradually shifting towards a comprehensive approach, which is currently considered the most successful and effective. It can be concluded that the existing system of spatial planning documentation in Ukraine is more characterized by a comprehensive approach. Adapting Ukraine's land management and spatial planning system to a comprehensive territorial-spatial planning approach would be the most effective and successful. In Ukraine, the management of territories and land relations regulation through spatial planning mechanisms, by developing development strategies and comprehensive spatial development plans for community territories, will bring economic, social, and ecological benefits to communities. However, spatial planning alone will not lead to improvements for a specific community. Instead political will from local institutions and the collective desire of local residents, combined with a well-founded and effective community development strategy, will contribute to transparent and meaningful changes that will benefit not only the local community but also higher levels of government.
