Анотація

У статті систематизовано теоретичні аспекти дослідження конкурентоспроможності регіонів та територіальних громад. Обґрунтовано необхідність запровадження інноваційної циркулярної моделі для відновлення конкурентоспроможності у воєнний та повоєнний періоди. Проаналізовано концептуальні засади та бізнес- моделі розвитку циркулярної економіки як основи для формування регіональних стратегій. Виділено переваги та можливості запровадження циркулярної моделі для розвитку регіонів і територіальних громад, серед яких підвищення ресурсоефективності, створення умов для інклюзивного сталого розвитку, зростання зайнятості і зменшення негативного впливу на довкілля. Циркулярна модель відновлення конкурентоспроможності регіонів та територіальних громад передбачає системний підхід і взаємодію влади, бізнесу, громадських організацій та населення. Основними принципами такої моделі є участь усіх зацікавлених сторін, створення кругового економічного циклу, розвиток інноваційних галузей, зелена трансформація, залучення іноземних інвестицій, забезпечення соціального включення та інклюзії.

CIRCULAR MODEL AS AN INNOVATIVE SYSTEM FOR RESTORATION OF THE COMPETITIVENESS OF REGIONS AND TERRITORIAL COMMUNITIES IN UKRAINE DURING THE WAR AND POST-WAR PERIODS

English abstract

The article systematizes the theoretical aspects of research on the competitiveness of regions and territorial communities. In Ukraine, as a result of Russian aggression, a number of serious problems have worsened, including the loss of competitiveness and a decrease in the effectiveness of regions and territorial communities. The need to introduce an innovative circular model to restore competitiveness in the war and post-war periods is substantiated. Conceptual principles and business models of the development of circular economy as a basis for the formation of regional strategies are analyzed. The advantages and opportunities of introducing a circular model for the development of regions and territorial communities are highlighted, including increasing resource efficiency, creating conditions for inclusive sustainable development, increasing employment and reducing the negative impact on the environment. The circular model of restoring the competitiveness of regions and territorial communities involves a systematic approach and interaction of government, business, public organizations and the population. The main principles of this model are the participation of all interested parties, the creation of a circular economic cycle, the development of innovative industries, green transformation, attracting foreign investments, ensuring social inclusion and inclusion. Ensuring the active participation of all interested parties requires a comprehensive approach and mobilization of various groups. In the context of restoring competitiveness, it is important to create a circular economic cycle where resources are recycled and used locally, instead of being thrown away or imported. This helps increase resistance to economic shocks and reduces dependence on external sources. It is important to promote the development of innovative industries and support innovative research. This allows regions and communities to become more competitive and ensures sustainable economic development. The transition to a green economy helps not only to reduce the negative impact on the environment, but also creates new opportunities for business development. To support the recovery, it is important to attract foreign investment and expand international trade ties. This can create new markets for local products and services and provide access to technology and financial resources.
