Анотація

В статті розглянуто вітчизняне нормативне забезпечення проєктування організації руху на перетинах вулиць міста, наведено типи пересувань в місті, категорії користувачів вуличного простору. Визначено основні риси вдалих та невдалих рішень перехресть міських вулиць. Окреслено вимоги до забезпечення сталої міської мобільності та критерії її оцінки. Розроблено засоби забезпечення умов для різних типів міської мобільності на перетинах магістральних вулиць міст з врахуванням містобудівного контексту. Представлено концепцію врахування різних типів міської мобільності при проєктуванні організації руху на перетинах.

DIFFERENT TYPES OF URBAN MOBILITY CONSIDERATION WHEN DESIGNING TRAFFIC ORGANIZATION AT MAIN STREETS INTERSECTIONS

English abstract

One of the most important aspects of urban reconstruction, both during war and post-war times, is urban mobility. Ukrainian cities are now facing problems related to mobility: refugee flows, accommodation of internally displaced persons, an increase in the number of motor vehicles on the streets of rear cities, a fuel crisis, destroyed and stolen rolling stock, and an increase in the number of people with limited mobility as a result of military operations. Which, in turn, increases the relevance of developing measures to ensure sustainable urban mobility in cities. The article examines domestic regulatory documentation for the design of traffic management at city street intersections, provides types of movements in the city, and categories of users of street space. The main features of successful and unsuccessful solutions for city street intersections are identified. Requirements for ensuring sustainable urban mobility, such as road safety, efficiency, capacity, convenience, reliability and information content, and corresponding evaluation criteria are defined. Means have been developed to provide conditions for different types of urban mobility at the intersections of main city streets, taking into account the urban planning context: separately to ensure mobility, accessibility, creating a comfortable urban environment and taking into account the context (development). The concept of taking into account various types of urban mobility when designing traffic management at intersections is presented. Thus, when planning connections of the urban road network, it is imperative to take into account all types of urban mobility. The intersection of main streets must be considered not only as a transport hub within the red lines, but also as a public space within the building lines. In our opinion, addressing the horrific effects of war on public transportation systems, city streets, bridges, and vehicles without addressing all types of urban mobility will not fully restore life in the affected communities and will hinder the country's green economic growth.
