Анотація

Проаналізовано потенціал проєктного менеджменту як інструмента управління територіальними громадами на основі опитування об’єднаних громад 4 областей України, на основі чого здійснено пошук сучасних механізмів розв’язання суперечностей між державним і позадержавним фінансуванням проєктів у різних сферах життєдіяльності. Наголошено на необхідності дотримання відповідності розроблюваних і реалізованих проєктів стратегіям сталого розвитку громад, регіональним стратегіям і, відповідно, державним. Доведено, що проєктний менеджмент є одним з елементів механізму сталого розвитку територіальних громад завдяки можливостям залучення фінансових ресурсів різного походження, що дає змогу підвищити ефективність діяльності територіальної громади, покращити якість життя і зміцнити її конкурентний потенціал. Проведено діагностику проєктної діяльності територіальних громад Рівненської, Житомирської, Вінницької і Чернівецької областей, що дозволило встановити, що серед проєктів територіальних громад домінують проєкти у сферах охорони здоров’я та освіти, які недостатньо мірою вирішують системні проблеми розвитку ОТГ внаслідок дефіциту фінансових ресурсів громад. Окреслено напрями підвищення компетентності та обізнаності фахівців територіальних громад з проєктного менеджменту.

PROJECT MANAGEMENT POTENTIAL AS A TOOL FOR MANAGING TERRITORIAL COMMUNITIES

English abstract

The potential of project management as a tool for managing territorial communities was analyzed based on a survey of united communities in 4 regions of Ukraine. It was made a search for modern mechanisms for resolving conflicts between state and non-state funding of municipal projects in various spheres of life. It was emphasized the need to comply with the developed and implemented projects to the sustainable development strategies of communities, regional strategies and, accordingly, state strategies. It has been proven that project management is one of the elements of the mechanism of sustainable development of territorial communities due to the possibilities of attracting financial resources of various origins, which makes it possible to increase the effectiveness of the activity of the territorial community, improve the quality of life and strengthen its competitive potential. A diagnosis of the project activity of the territorial communities of Rivne, Zhytomyr, Vуnnytsia and Chernivtsi regions was carried out, which made it possible to establish that among the projects of the territorial communities, projects in the fields of health care and education dominate, which do not sufficiently solve the systemic problems of the development of public health centers due to the lack of financial resources community resources. Analysis of project implementation results by funding sources indicates the need to develop the skills of project managers in order to increase the share of correctly prepared and implemented projects. The directions for improving the competence and awareness of specialists of territorial communities in project management are outlined. The results of the study prove that, despite the rather long period after decentralization, the quality of the processes of community involvement in the use of project management is quite low.
