Анотація

У статті описується врахування всіх стадій життєвого циклу в існуючих нормативних документах України і в практиці будівництва. Відзначене незадовільне і поверхневе врахування при проєктуванні можливостей наступної реконструкції. Пропонується внесення у проєктну документацію обов’язкової інформації для матеріалів наступних обстежень, передбачення напрямків демонтажу та/або шляхів (можливостей) подальшої реконструкції.

PROBLEMS OF REGULATING REQUIREMENTS FOR THE RECONSTRUCTION OF CONSTRUCTION OBJECTS AS A PROCESS OF EXTENDING THE BUILDING LIFE CYCLE

English abstract

The consideration of all stages of the life cycle is not addressed in the existing regulatory documents in Ukraine and in construction practice. Current design approaches are primarily oriented towards planned activities. Basic organizations in construction focus on a limited number of factors during the implementation of scientific and technical developments, without considering other design aspects. Different studies within a single design project are not considered collectively. This leads to an overestimation of the load-bearing capacity of the structures and an increase in construction costs. Experience shows a low level of preservation of project documentation after construction. During operation, information about the loads anticipated by the design organization and the specifics of the structural solutions is lost. Government authorities do not monitor the performance of periodic inspections during the building’s operational phase. In the design of reconstruction projects, inspections are often superficial. The review of project documentation requires additional and unnecessary items not specified in construction standards. At the same time, control over mandatory components is very weak. The article proposes expanding the mandatory parameters of project documentation to extend the life cycle of buildings during reconstruction. It is proposed to supplement the documentation with section son the demolition of buildings or the reconstruction scenarios provided by the project. It emphasizes the need to include in the Unified State Electronic System in the field of construction data on calculation models, planned loads, and structural information.
