Abstract

В статті висвітлено технічний стан меліоративних систем Рівненської області та проаналізовано заходи з покращення меліоративного стану осушуваних земель.

TECHNICAL CONDITION OF THE MELIORATIVE SYSTEMS WHICH ARE IN THE SERVICE AREA OF THE REGIONAL OFFICE OF WATER RESOURCES IN THE RIVNE REGION

English abstract

In the Rivne region as of January 1, 2019, the total area of drained land with bilateral regulation of water and air regime is 180,912 thousand hectares. In 2019, relevant measures were taken on reclaimed lands belonging to the Rеgional office of Water Resources in the Rivne Region: the technical condition of water management systems and hydraulic structures was inspected (722.7 km of protective dams, 84 pumping stations, 3433 culverts, 1122.7 km of water intakes, 4819.7 km of main and other canals were inspected); - control over observance of rules of operation of water management objects by subjects of management is carried out; - the openings of culverts were cleaned of snow and debris; - open shields on constructions that are not designed to retain flood waters. Realized of partial water discharge through the structures of ponds and reservoirs; - potentially dangerous areas have been identified, crews of inspectors of hydraulic facilities have been created and instructed, an emergency stock of materials (stone, rubble, sand, etc.) has been created and delivered to the necessary places; - collection, systematization and transfer of information on the water management situation in the district state administrations, departments of the State Emergency Service in the Rivne region and the State Agency of Water Resources have been established; - prepared transport and engineering equipment for work in extreme situations; - plans of interaction for the period of the pass of spring floods and thaw-rain floods are developed; - for the period of passing the ice drift, spring floods and thawrain floods, round-the-clock duty of staff responsible for making operational decisions is provided. For the last 20 years, the engineering infrastructure of drainage systems has suffered from the theft of its metal and concrete elements (especially drainage manholes). As a result, at present, more than 60 percent of the pottery drainage of the region has ceased to function properly, which has become a frequent cause of flooding of agricultural land and thus reduce their impact. It is technically difficult to ensure the normal regulation of the water-air regime with a large variety of crops grown by the method pre-locking. To improve the technical condition of water facilities, it is necessary to develop a mechanism for the formation of land user associations that would effectively plan and manage crop rotations by land users.
