English abstract
Project management is based on a systematic approach that corresponds to the post-industrial stage of development, which allows to productively implement the investment for innovations that ensure the development of organization; however, in assessing the effectiveness of project management, there are reserves that make it possible to make project management more perfect at all stages of their life cycle. The article discusses the concept of “project management”, its content and essence in the context of resource management. Special attention is paid to the Agile project management methodology. It is substantiated that the assessment of the effectiveness of project management and project groups can be carried out from different positions: project managers; performers (groups of performers) of individual works and their aggregates; project customers, who are usually also “operators” of project results. The interests of these groups are partially different, which in the general case may require the development of compromise solutions.
