English abstract

To date, the basis for the effective operation of state power is to ensure the rights and freedoms of citizens, as well as meeting the needs of citizens at a high level, which includes high-quality interaction between executive authorities and citizens. The article examines the evolution and features of the provision of public administrative services in the EU countries in the national context and as a general policy. It also considers two concepts of public administration that have dominated in recent decades: New Public Management and Good Governance. It was they who determined the content of modern administrative reforms that began in the Anglo-Saxon countries and spread to the rest of the EU. Based on the synthesis of these concepts, the article highlights the parameters of the "ideal" Western management model, which, like a stencil, can be superimposed on real models of public administration, used in the analysis of administrative reforms in various countries to determine the degree of deviation from the model.
