Анотація

У статті визначено, що економічна безпека є фундаментом економічного процвітання країни. Розглянуто підходи щодо визначення понять "економічна безпека", "державне регулювання". Виявлено, що державне регулювання є підвидом державного управління. Визначено складові державного регулювання, а саме: цілі, завдання, принципи, функції, суб'єкти й об'єкти, методи, форми. Виявлено та охарактеризовано інструменти державного регулювання економіки. Окреслено, що серед усіх методів державного регулювання економіки державою перевага надається економічним (непрямим) методам. Визначено, що безпосередня участь держави у виробництві так званих суспільних товарів і послуг формує державний сектор економіки. Наведено певні проблеми, які наявні в економіці країни через недосконалість інструментарію, незважаючи при цьому на теоретичні та методологічні аспекти розвитку методів державного регулювання.

EVALUATION OF THE INFLUENCE OF THE KEY INSTRUMENTS OF THE STATE REGULATION ON ECONOMIC SECURITY OF UKRAINE

English abstract

The article specifies that economic security is the foundation of the economic prosperity of the country. Approaches to the definition of the concepts "economic security", "state regulation" are considered. It was revealed that state regulation is a subspecies of state administration. The components of state regulation such as goals, tasks, principles, functions, subjects and objects, methods, forms are defined. The instruments of state regulation of the economy have been revealed and characterized. it is outlined that among all methods of state regulation of the economy, the state gives preference to economic (indirect) methods. It is determined that the public sector of the economy forms the direct participation of the state in the production of so-called public goods and services. Some problems that are present in the country's economy due to instrumental imperfections are presented, despite the theoretical and methodological aspects of the development of state regulation methods. In modern conditions of managing the country is able to develop steadily when it has a stable economic system that is protected from internal and external negative factors. In particular, such a system can be considered as the creation and maintenance of an effective relationship between its own production, management system, financial, social and economic spheres. It is national security that can be defined as an integrated system that combines all of the above subsystems that must function effectively, only in this order of things the country is able to ensure a stable development that determines the achievement of a political, social, economic goal in order to create the appropriate conditions life for the population, their spiritual and moral unity, and well-being. Thus, in this research we see that the state uses a powerful tool to ensure the economic security of the country, in particular through various methods and techniques, while creating an integrated mechanism of state regulation. Undoubtedly, today it is government regulation that should become an effective factor that will lead to economic changes in the country, while it should be aimed at the transition to a market economy. The actual for today in Ukraine in the process of ensuring economic security remains the solution of problems relating to taxation, budget filling, effective fiscal and monetary policy. In turn, improving the efficiency of the economy should be achieved by improving the tools of state regulation, while one of the ways that will help in this issue should be investment.
