Анотація

В довоєнний період, сільськогосподарські землі, які були ви- значені як зрошувані та осушувані, тобто на них існують або колись були розташовані меліоративні системи, використовувались в аг- рарному виробництві на 95 та 85 відсотків відповідно. Осушувальні системи, через маловодні роки, практично не виконують свої функ- ції, а отже, на їхній технічний стан мало звертають увагу. Війна РФ з Україною показала наскільки аграрне виробництво впливає на продовольчу безпеку не лише Європи, а й всього світу. А отже, не- задіяний потенціал меліоративних системи може стати запорукою інтенсифікації сільського господарства України. В статті проаналі- зовано технічний стан водогосподарських систем та гідротехнічних споруд в зоні обслуговування Північного МУВГ за даними паспор- тизації та інвентаризації у 2020 році.

ANALYSIS OF THE STATE OF WATER MANAGEMENT SYSTEMS AND HYDRO-ENGINEERING FACILITIES ACCORDING TO THE DATA OF CERTIFICATION AND INVENTORY IN THE SERVICE AREA OF THE NORTHERN INTERDISTRICT WATER RESOURCES DEPARTMENT

English abstract

During the pre-war period, agricultural land that was defined as irrigated and drained, that is, on which land reclamation systems exist or were once located, was used for agricultural production at 95 and 85 percent, respectively. Drainage systems, due to low-water years, practically do not perform their functions, and therefore did not pay attention to their technical condition. Russia's war with Ukraine showed how much agricultural production affects the food security not only of Europe but also of the whole world. And therefore, the un- used potential of ameliorative systems can become a key to the inten- sification of agriculture in Ukraine. The article analyzes the technical condition of water management systems and hydrotechnical struc- tures in the service area of the Northern Interdistrict Water Manage- ment office according to the data of certification and inventory in 2020. According to the results of the inventory of water management structures and systems in the area where bilateral regulation was foreseen by the projects, it is now possible to regulate the water and air regime in only 60 percent of this area. The last hot years showed the inability to regulate the water-air regime by the method of the pre- liminary gateway in 85% of drainage-irrigation systems. The results of the preliminary analysis allow us to assert the existence of strong water management and reclamation infrastructure both in the Rivne region and in Ukraine, which has an extremely unsatisfactory stage. The technical condition of a significant part of this infrastructure al- lows resuming its use for irrigation and water regulation by carrying out modernization and reconstruction measures. Modernization of non-working water management structures and systems should be carried out mainly by carrying out repair and restoration works both on the intra-farm and inter-farm meliorative networks, which will in- clude cleaning of channels and culverts, restoration of water regulat- ing structures (gates, lifts), cleaning of collectors and drains, partial restoration of drainage, arrangement of wells-filters for surface wa- ter removal, arrangement of existing dams, strengthening of the mouths of drainage collectors and others.
