Анотація

У статті виявлено історичний аспект походження терміну "гібридна війна". Розглянуто підходи щодо визначення понять "гібридна війна", "гібридна загроза" та "економічна безпека". Визначено класифікацію гібридних загроз для подальшого запровадження кроків, щодо їх викорінення. Виявлено кроки, які здійснює уряд для мінімізації та викорінення гібридних загроз. Розглянуто та визначено, що країни Балтії володіють нечисельними силовими структурами, тобто такі, що не здатні самостійно протистояти російським військовим підрозділам. Визначено кроки провідних країн світу таких, як Польща, країни Балтії, Грузія, Молдова щодо протистояння гібридним загрозам у різних сферах. Виявлено, які саме кроки може використати Україна для становлення стабільного та ефективного розвитку економіки та інтеграцію її в світове співтовариство.

ANALYSIS OF HYBRID THREATS TO ECONOMIC SECURITY OF UKRAINE: INTERNATIONAL EXPERIENCE AND UKRAINIAN REALITIES

English abstract

The article reveals the historical aspect of the origin of the term "hybrid war". Approaches to the definition of the concepts "hybrid war", "hybrid threat" and "economic security" are considered. The classification of hybrid threats for further implementation of the steps, for their eradication is defined. The steps that the government is taking to minimize and eradicate hybrid threats are identified. It is considered and determined that the Baltic States have a few power structures, that is, those that are not capable of independently resisting Russian military units. The steps of the leading countries of the world, such as Poland, the Baltic States, Georgia, Moldova, have been identified to confront hybrid threats in various spheres. It has been revealed which steps Ukraine can use to create a stable and efficient development of the economy and integrate it into the world community. Effective counteraction to hybrid threats is possible only if the complex and system analysis of the external and internal environment is carried out by an independent and professional body without the political or economic influence of any interested parties. The state should provide a legal framework for the functioning of the national security system, regardless of political changes at the parliamentary or governmental levels. It is important to take into account not only foreign policy, military and macroeconomic factors, but also technological progress, labor, migration and cultural relations, objective analysis of the state's capabilities, political field, electoral preferences and moods in the formation of the national security system. Despite the attempt of the EU comprehensive approach to countering hybrid threats, this direction of security is still viewed as a set of tactical measures to confront individual risks, mainly terrorist and cyber-information. So in the European Union, although there have been emerged hybrid threats through Russian aggression against Ukraine, but not identified as the only complex source of such hybrid threats, which already practically threatens security in Europe — the Russian Federation. Thus, based on the above analysis, we can see that from the experience of the leading countries of the world, Ukraine can take the following steps: counteracting corruption, creating an effective mechanism of state administration, creating a territorial defense system, interaction of law enforcement agencies with the public in countering threats, overcoming the Soviet heritage, reforming the sphere of defense and changing the attitude of society towards it. The introduction of the above steps will allow Ukraine to achieve a stable, efficient, uninterrupted development of the economy and all spheres that are the main components of economic security, which, in our opinion, will strengthen our country's position in the international arena.
