Анотація

У статті розглянуто підходи та сформовано концепт системогенезу професійної діяльності державних службовців, визначено його зміст та обсяг. Виявлено основні передумови для формування концепту системогенезу професійної діяльності державних службовців. Розкрито та проаналізовано професійну діяльність державних службовців як системне утворення. Визначено, що узагальнюючою характеристикою професіоналізації загалом державної служби є потреба в підвищенні рівня професійної компетентності державних службовців, формування специфічного комплексу функцій і професійних стандартів; інституціоналізація трудових відносин у сфері державної служби; розвиток інститутів індивідуальної професіоналізації тощо. Формування та розвиток професійної діяльності державних службовців як системного утворення потребує як наукового вивчення, зокрема у контексті методологічного забезпечення, так і ефективної реалізації. Однак, загальною проблемою залишаються процеси систематизації процесів професіоналізації діяльності державних службовців. Частинами цієї загальної проблеми, які потребують вирішення, вважаємо вибір формуючих критеріїв для побудови системи професійної діяльності державних службовців, взаємозв'язки складових елементів системи професійної діяльності державних службовців, формування визначальних факторів розвитку професійної діяльності державних службовців. Формування концепту системогенезу професійної діяльності державних службовців дозволяє систематизувати складові системи професійної діяльності державних службовців, вивчити їх особливості, встановити взаємозв'язки, формувати розвиток, підвищувати ефективність як самої системи, так і конкретно професійної діяльності державних службовців.

THE CONCEPT OF THE SYSTEM GENESIS OF THE PROFESSIONAL ACTIVITIES OF PUBLIC SERVANTS

English abstract

The article considers the approaches and forms the concept of the system genesis of the professional activities of civil servants, determines its content and scope. The main prerequisites for the formation of the concept of systemogenesis of professional activities of public servants are identified. Disclosed and analyzed the professional activities of civil servants as a system of education. It was determined that the generalizing characteristic of the professionalization of the entire civil service is the need to increase the level of professional competence of civil servants, the formation of a specific set of functions and professional standards; the institutionalization of labor relations in the public service; the development of institutions of individual professionalization and the like. The formation and development of professional activities of civil servants as a systemic phenomenon requires both scientific study and the context of methodological support, as well as effective implementation. However, a common problem remains the processes of systematization of the processes of professionalization of the activities of public servants. We consider the choice of the forming criteria for building the system of professional activity of civil servants, the interrelation of the constituent elements of the system of professional activity of civil servants, the formation of determining factors for the development of professional activity of civil servants. Since the formation of the concept of system genesis of professional activity of civil servants allows to systematize the components of the system of professional activity of civil servants, study their features, establish relationships, shape development, improve the efficiency of the system itself and specifically the professional activity of civil servants. In our opinion, the prerequisite for the emergence of the concept of the system genesis of public servants is a common system of public service as one of the main activities of the state related to the legal regulation of all aspects of public servants and the formation of human resources management of the state. Public service should be one of such professions, for which the appropriate level of professionalization of civil servants, namely their professional skills, skills and knowledge, beliefs, and special education of employees, are indispensable. The fulfillment by state officials of the tasks and functions of the state on a professional basis should guarantee the constancy and stability of state-service relations, the welfare of society and the strength of the state, the impeccability and efficiency of management activities, its independence from possible political changes.
