Анотація

У статті розглянуто підходи щодо визначення поняття "економічна безпека". Визначено, що як і всі важливі категорії економічна безпека функціонує дотримуючись таких основних принципів: верховенство закону, додержання балансу економічних інтересів, взаємна відповідальність, своєчасність і адекватність, пріоритет договірних (мирних) заходів, інтеграція. Розглянуто основні рівні економічної безпеки. Виявлено, що для ефективного функціонування міжнародної економічної безпеки створено ряд організацій. Визначено, що суб'єкти, які забезпечують економічну безпеку держави поділяються залежно від їх компетенції, тобто функціонують у певних системах цивільного контролю та секторі безпеки та оборони. Охарактеризовано основні нормативно-правові акти, які є основною функціонування вищенаведених суб'єктів. Розглянуто основні нормативно-правові акти, забезпечують ефективне функціонування основних сфер економічної безпеки держави. Визначено основні напрямки удосконалення нормативно-правового забезпечення економічної безпеки держави.

DIRECTIONS OF IMPROVING THE REGULATORY AND LEGAL SUPPORT OF ECONOMIC SAFETY OF THE STATE

English abstract

In the article approaches are considered, by definition of the concept "economic security". It is determined that, like all important categories, economic security functions by observing the following basic principles: rule of law, observance of the balance of economic interests, mutual responsibility, timeliness and adequacy, priority of contractual (peace) measures, integration. The main levels of economic security are considered. It was revealed that a number of organizations have been established for the effective functioning of international economic security. It is determined that the subjects that ensure the economic security of the state are subdivided depending on their competence, that is, they function in certain systems of civilian control and the security and defense sector. The basic normative legal acts that are the main functions of the above�mentioned subjects are described. The main regulatory legal acts ensuring effective functioning of the main spheres of economic security of the state are considered. The main directions of improving the regulatory and legal support for the economic security of the state are determined. In modern conditions of transformational changes, the issue of economic security is extremely urgent. Since it is economic security that is an important component of the country's national security, without which the economy can not effectively develop. Despite the fact that economic security is adversely affected by factors that lead to possible economic, social, material losses, the state must create for such a stable functioning such a component of national security as an economic, favorable legal field that would regulate all aspects of economic security. So, from the overlooked research, we saw that today there is a powerful regulatory and legal framework that regulates relations in socially important spheres of life. That is, a number of laws regulating the spheres of economic security have been adopted, that is: macroeconomic, financial, foreign economic, investment, scientific and technological, energy, production, demographic, social, food. However, despite this, there is the problem of the absence of a law that would regulate, namely, economic security. I take into account this factor, we proposed the main directions for improving the regulatory and legal support for the economic security of the state. We believe that the consideration of these recommendations will improve the process of functioning and regulation of economic security of the state.
