Анотація

У статті наведено дефініції понять "державне управління", "економічна безпека", а також надано власні трактування цих понять. Визначено, що термін "державне управління" використовується в двох площинах: у широкому та вузькому розумінні. Окреслено, що під економічною безпекою держави варто розуміти комплекс заходів та дій, які здійснює апарат державного управління для захисту економіки країни від негативних ендогенних та екзогенних чинників. Визначено, що нормативно правові акти регулюють питання економічної безпеки, а деякі з них визначають відповідальність за недотримання та перешкоджання ефективному та стабільному розвитку економіки країни. Знайдено відмінності між міністерствами функціонального типу та галузевими відомствами. Виявлено, що до об'єктів економічної безпеки України відносяться не тільки держава, її економічна система і всі її природні багатства, але і суспільство з усіма його Інститутами, й особистість, а суб'єктами економічної безпеки Української держави є: функціональні і галузеві міністерства і відомства, податкові і митні служби, банки, біржі, фонди і страхові компанії, відповідні комітети, а також виробники і продавці продукції, робіт і послуг, об'єднання споживачів.

STATE MANAGEMENT AS A SUBJECT OF PROVIDING ECONOMIC SECURITY OF UKRAINE: SITUATION AND CONTENT

English abstract

The article presents the definitions of the concepts "public administration", "economic security", as well as its own interpretations of these concepts. It is determined that the term "public administration" is used in two planes: in a broad and narrow sense. It has been determined that the economic security of a state should be understood as a set of measures and actions that the state administration apparatus carries out to protect the country's economy from negative endogenous and exogenous factors. It was determined that the regulatory legal acts regulate the issues of economic security, and some of them determine the responsibility for non-compliance and hindering the effective and stable development of the country's economy. Differences have been found between ministries of functional type and sectoral departments. It has been revealed that not only the state, its economic system and all its natural wealth, but also society with all its institutions and personality belong to the objects of economic security of Ukraine, and the subjects of economic security of the Ukrainian state are: functional and sectoral ministries and departments, tax and customs services, banks, stock exchanges, funds and insurance companies, relevant committees, as well as manufacturers and sellers of products, works and services, associations of consumers. In turn, it should be noted that economic security is closely related to macroeconomic, political, social, military and other types of security, which suggests the importance of this aspect. Public administration is one of the important subjects of economic security of any country in the world, which is interested in the stable and effective development of the national economy. Thus, as a result of the study, we can see that today a favorable legal and regulatory field has been created to protect the economy of Ukraine. The leading role in this process is played by the state administration apparatus, which ensures the stable development of various spheres of public life. It is precisely because the state administration is the subject of ensuring the economic security of Ukraine — the country's economy is under constant supervision and control by the state authorities, and this in turn makes it possible to respond promptly and suddenly to the negative impact of various risks to ensure the economic security of the country.
