Анотація

У статті проведено еколого-економічну діагностику адміністративних районів Херсонської області. Показано її переваги, особливості та труднощі здійснення. Обґрунтовано ототожнення локальних соціально-економічних систем з адміністративними районами. Наведено результати оцінювання розвитку районів Херсонської області. Визначено їх рейтинг за екологічною обстановкою, природно-ресурсним потенціалом та економічним станом. Встановлені рейтингові оцінки визнано результатами еколого-економічної діагностики та переведено в територіальні індекси. Здійснено кластеризація адміністративних районів Херсонської області за результатами еколого-економічної діагностики. Утворено два кластери локальних соціально-економічних систем.

RATING OF LOCAL SOCIO-ECONOMIC SYSTEMS AS A STAGE OF ECOLOGICAL AND ECONOMIC DIAGNOSTICS

English abstract

The article provides ecological and economic diagnostics of the administrative districts of the Kherson region. Its advantages, features and difficulties of implementation are shown. The identification of local socioeconomic systems with administrative regions is substantiated. The results of the assessment of the development of the districts of the Kherson region are presented. The analysis was conducted on the basis of twenty statistical indicators which were grouped into five blocks. They are: 1 – development of leading industries in the region; 2 – investment development; 3 – financial self-sufficiency; 4 – labor market efficiency; 5 – energy efficiency. Due to the diversity and impossibility of direct comparison of indicators, it is proposed to use a rating approach to adequately assess and compare the level of development of individual administrative districts. For this purpose, a rating of districts for each selected block was built. Their rating was determined by the environmental situation, natural resource potential and economic condition. The identified factors and rating places of administrative districts are the basis for the implementation of appropriate organizational and institutional transformations in order to reduce disparities in the economic development of the regions. The rating scores were established and recognized as the results of environmental and economic diagnostics and transferred to territorial indices. Clustering of the administrative districts of the Kherson region was carried out according to the results of ecological and economic diagnostics. Two clusters of local socio-economic systems have been formed.
