English abstract

The study of the experience of regional local self-government is one of the most demanded scientific problems at the present time. Understanding the role of social management, including self-government, seems to be especially relevant in cases where scientific analysis is faced with manifestations of bureaucratic structures of institutional power. Meanwhile, effective local government is the key to a democratic and legal state. In many cases, an analysis of the relevant foreign experience can help avoid undesirable decisions or find innovative tools, models and mechanisms that can be adapted to national conditions and introduced into the system of legal regulation of local self-government in order to optimize it. In this regard, the article analyzes in detail the features of the organization of local self-government within the framework of the Anglo-Saxon and continental model, using the example of the United States and European countries.
