Анотація

У статті здійснено дослідження доступності даних для аналізу стану виконання місцевого бюджету, що дозволяє застосувати запропоновану методику аналізу у розрізі завдань: оцінка структури місцевих бюджетів; аналіз виконання дохідної частини місцевих бюджетів; аналіз виконання видаткової частини місцевих бюджетів. Проведено моніторинг якості, доступності, прозорості і відкритості даних щодо стану виконання місцевих бюджетів, представлених на Державному веб-порталі бюджету для громадян Єдиному державному порталі відкритих даних, веб-порталах казначейства, органів місцевого самоврядування. Запропоновано удосконалення інформаційного середовища щодо застосування та візуалізації системи показників ефективності використання коштів бюджетів для прийняття відповідних управлінських рішень.

ANALYSIS OF THE LOCAL BUDGET EXECUTION: DIGITAL AVAILABILITY OF THE INFORMATION (ON THE EXAMPLE OF THE RIVNE REGION)

English abstract

In view of the market relations formation and development, the primary instrument for the state to regulate social and economic processes in the regions is the local budgets. The need to improve the administration of local budget funds and community participation in solving territorial problems, the latest challenges to the information environment, and ensuring access to information on budget implementation have made the research relevant. The aim of the article is to test open data on the local budgets of Ukraine implementation in order to provide recommendations for improving public policy in the field of community budgets and local finances. The article examines the availability of data for the analysis of the local budget, which allows applying the proposed method of analysis in terms of tasks: assessment of the structure of local budgets; analysis of the implementation of the revenue of local budgets; analysis of the expenses of local budgets. According to these tasks, the implementation of local budgets of Ukraine and consolidated budget of Rivne region for 2020 and 2021 was analyzed. The main problems of filling local budgets are indicated. Monitoring of quality, accessibility, transparency, and openness of data on execution of local budgets, presented on the State web portal of the budget for citizens, the Unified state portal of open data, web portals of the Treasury, local governments. Modern analytical tools for making managerial decisions on the implementation of local budgets, such as BOOST-analysis, dashboards, have been considered. An important area of improving the information environment is the formation and application of a system of indicators for assessing the implementation of the budget in order to measure the effectiveness of the use of budget to make appropriate management decisions. It was proposed the influence factors, such as tax changes, budget legislation related to digitalization and improvement of payment administration, creation of more equal and fairer tax conditions, and the need to increase the budget.
