Анотація

Вітчизняна фармацевтична промисловість дійсно є важливою економічною складовою держави. Метою даного дослідження став аналіз впливу воєнних дій на фармацевтичний ринок України, з фокусом на зміни споживчих настро- їв населення через, а також загрози та виклики, через які пройшла і продовжує проходити фармацевтична галузь. В статті описано, що воєнні дії 2014 та 2022 років спричинили падіння продаж та зменшення частки ринку фармацевтичної України на світовій арені. На фоні критичного падіння фармацевтичного ринку у воєнний час відмі- чається зміщення споживання у бік вітчизняних препаратів. Це пов’язано зі зниженням доходів населення та перероз- поділом попиту у бік низьковартісних лікарських засобів, де переважають вітчизняні виробники. На тлі критичного падіння фармацевтичного ринку під час війни відзначається зрушення споживання в бік вітчиз- няних ліків. Це пов’язано зі зниженням доходів населення та перерозподілом попиту в бік недорогих ліків, де перева- жають вітчизняні виробники. Отже, вітчизняні лікарські засоби потрібні споживачам у критичні періоди існування держави, тому механізми формування та шляхи реалізації державного управління розвитком вітчизняної фармацев- тичної галузі є важливими та потребують уваги та подальшого розвитку. В статті обґрунтовано, що формування фінансового, науково-дослідного, технологічного, виробничого та кадрового потенціалу галузі, інституційних, правових, організаційно-економічних відносин державних органів управління та вітчизняних фармвиробників може забезпечити здатність функціонування фармацевтичної галузі на інноваційній основі, що гарантує безперебійну, широкоасортиментну доступність ліків для населення, високу медичну ефективність життєво необхідних та найважливіших лікарських засобів – тобто фармацевтичну без- пеку громадян.

IMPROVEMENT OF THE PUBLIC ADMINISTRATION MECHANISM FOR THE FUNCTIONING OF THE PHARMACEUTICAL INDUSTRY UNDER MARITAL LAW IN UKRAINE

English abstract

The domestic pharmaceutical industry is indeed an important economic component of the state. An important element is the narrow profile of the specialties, the scientific saturation of the field, as well as the ability to ensure the pharmaceutical safety of the population with vital medicines and medical products in times of crisis. The purpose of this study was to analyze the impact of military actions on the pharmaceutical market of Ukraine, with a focus on changes in consumer attitudes of the population due to it, as well as threats and challenges that the pharmaceutical industry has gone through and continues to go through. The article describes that the military actions of 2014 and 2022 caused a drop in sales and a decrease in Ukraine's pharmaceutical market share on the world stage. High growth rates are interesting for foreign companies. Thus, the excess supply of some medicines stops Ukrainian production. With it comes a reduction in jobs, and then there is the impossibility of restarting production sites. Such a development can lead to the collapse of an entire vital industry. The presence of government orders can significantly affect the possibility of saving jobs, knowledge, technologies and the direct development of the pharmaceutical industry. Against the background of the critical decline of the pharmaceutical market during the war, a shift in consumption towards domestic drugs is noted. This is due to a decrease in the incomes of the population and a redistribution of demand towards low-cost medicines, where domestic producers prevail. Thus, consumers need domestic medicines in critical periods of the state's existence, therefore, the mechanisms of formation and ways of implementing state management of the development of the domestic pharmaceutical industry are important and require attention and further development. The article substantiates that the formation of the financial, research, technological, production and personnel potential of the industry, institutional, legal, organizational and economic relations of state management bodies and domestic pharmaceutical manufacturers can ensure the ability of the pharmaceutical industry to function on an innovative basis, which guarantees uninterrupted, wide-ranging availability medicines for the population, high medical effectiveness of vital and most important medicines - i.e. pharmaceutical safety of citizens.
