Анотація

Проаналізовано основні критерії і напрями житлової політики в Україні до війни і під час воєнних дій, а також основні стратегії держави у розвитку житлової політики на території України для відновлення втраченого і постраждалого житлового фонду внаслідок російської агресії на території України. Вивчено та порівняно основні райони Києва за основними критеріями (транспортна розв’язка, соціальна інфраструктура, екологічна ситуація, вартість, густота населення, житловий фонд, безпека). Відповідно до цих критеріїв розроблена порівняльна характеристика: як вартість житла напряму залежить від умов життя в даному районі. Визначено основні фактори, які впливають на житло зараз, а також основні прогнози по вартості нерухомості на території України.

ANALYSIS OF THE STATE OF THE REAL ESTATE (HOUSING) MARKET IN UKRAINE IN THE PRE-WAR PERIOD AND DURING THE WAR

English abstract

Housing is a basic human right guaranteed by both international documents and the Constitution of Ukraine. Housing plays an important role in both economic and social processes in society. On the one hand, real estate can be an investment asset. On the other hand, the home is a space of social reproduction, where people rest and communicate with relatives. The location and quality of housing can affect access to education, clean air, and public transportation. This article analyzes the main criteria and directions of housing policy in Ukraine before the war and during hostilities, as well as the main strategies of the state in the development of housing policy on the territory of Ukraine for the restoration of the lost and damaged housing stock as a result of Russian aggression on the territory of Ukraine. The main districts of Kyiv were studied and compared according to the main criteria (transport interchange, social infrastructure, ecological situation, cost, population density, housing stock, safety). In accordance with these criteria, a comparative description of how the cost of housing directly depends on the living conditions in this area has been developed. The main factors that affect housing now, as well as the main forecasts for the value of real estate in Ukraine, have been determined. If we consider the safety factor, the regional centers of Western Ukraine will be the most expensive cities for living in terms of housing costs. Positive dynamics in the real estate market are still being observed in this territory. If we take the usual pre-war years into account, Kyiv remains the most expensive city to live in. According to the chart, the most expensive districts are Pecherskyi, Holosiivskyi and Shevchenkivskyi districts. The reasons are their convenience, comfort, infrastructure, green spaces, underground parking lots, which is relevant nowadays, accessibility, availability of social, household and cultural services.
