Анотація

У статті розкрито сутність безбар’єрного туризму, зокрема зазначено, що цей термін має ще такі назви: «туризм доступних для всіх», «інклюзивний туризм». Розглянуто зарубіжний досвід державного управління розвитком безбар’єрного туризму, а саме розглянуто досвід таких країн як: Ізраїль, Франція, Іспанія та Польща. Відзначено, що досвід країн щодо розвитку безбар’єрного туризму передбачає державну підтримку переважно у напрямі створення доступної інфраструктури для туристів із різними формами інвалідності, забезпечуючи легкий доступ до громадського транспорту, готелів, пам’яток культури та інших об’єктів туристичної індустрії. Зроблено висновки, що безбар’єрний туризм може стати не лише джерелом нових можливостей для людей з інвалідністю в Україні, але й сприятиме розвитку туристичної галузі та загальному позитивному іміджу країни як сприятливого туристичного напрямку.

FOREIGN EXPERIENCE OF THE STATE ADMINISTRATION IN THE DEVELOPMENT OF BARRIER-FREE TOURISM

English abstract

The article reveals the essence of barrier-free tourism, in particular, it is stated that this term also has the following names: «accessible tourism», «inclusive tourism» - this is a concept of travel that takes into account the needs of people with disabilities, ensuring equal access to travel and recreation The experience of several foreign countries, such as Israel, France, Spain and Poland, is considered in the context of their state policy on the development of barrier-free tourism. It was noted that these countries actively contribute to the creation of inclusive tourism infrastructure, in particular through state support. The focus of this support is to ensure accessibility for tourists with various forms of disabilities, including convenient access to public transport, hotels, cultural monuments and other objects of the tourism industry. In parallel with this, it is necessary to carry out the following measures: improvement of the system of information support on tourist services for persons with disabilities; supporting tourist activity of low-income population groups, including a system of discounts for traveling together with an accompanying person; development of a state program for the development of social tourism aimed at accessibility for all segments of the population; introduction of a system of social programs that will provide for the payment of accommodation in hotels for persons with disabilities. Based on the analysis, it was concluded that the development of barrier-free tourism can not only become a source of new opportunities for people with disabilities in Ukraine, but also contribute to the overall development of the country’s tourism industry, as well as positively affect its image as a favorable tourist destination. Supporting barrier-free tourism will not only contribute to the rehabilitation and socialization of persons with disabilities, but will also contribute to their full participation in public life. Expanding opportunities for travel, taking into account the individual needs of the target audience, will create more favorable conditions for their integration and interaction with the surrounding environment.
