Анотація

Угодою про співпрацю в галузі охорони здоров’я між Європейською комісією та МОЗ України визначено напрями співпраці. Дослідження складових цієї угоди через призму встановлення ролі органів публічного управління та адміністрування в їх реалізації, застосування відповідних ефективних механізмів комунікації вказує на його унікальність. Поліпшення охорони психічного здоров’я та психосоціальної підтримки. Покращення доступу до охорони здоров’я для біженців та переселенців з України, які користуються тимчасовим захистом у державах-членах ЄС. Підтримка репатріації та залучення українських пацієнтів до соціальної системи та системи охорони здоров’я для зміцнення системи реабілітації в Україні. Прогнозування та оцінка короткострокових та середньострокових потреб українських біженців у сфері охорони здоров’я. Активізація в Україні роботи з рідкісними хворобами, зокрема в співпраці з Європейськими довідковими мережами (ERN). Продовження фінансування в межах програми EU4Health. Ці напрями слугували предметом дослідження. Встановлено, що партнерство України та ЄС в сфері охорони здоров’я є важливою складовою для підтримки України в період війни та сприяє вирішенню невідкладних проблем та розвитку якісних послуг в сфері охорони здоров’я.

PARTNERSHIP OF UKRAINE AND THE EU IN THE FIELD OF HEALTH PROTECTION

English abstract

The article analyzes the Agreement on cooperation in the field of health care between the European Commission and the Ministry of Health of Ukraine, in particular, the directions of cooperation are considered, namely: improvement of mental health care and psychosocial support, it is stated that this initiative expands the possibilities of obtaining quality medical services and psychosocial assistance for children who have been affected by traumatic events, contributing to their physical and mental recovery. The second direction indicated in this article is the improvement of access to health care for refugees and migrants from Ukraine who enjoy temporary protection in the EU member states. health and taking measures to prevent diseases. Providing these opportunities helps to ensure that refugees receive the necessary medical care and support to ensure their mental and physical health in the new environment: the third direction, opened in the direction of maintaining repatriation and the involvement of Ukrainian patients in the social and health care system, that strengthening the rehabilitation system in Ukraine. The article states that this initiative is aimed at ensuring the provision of high-quality medical care to patients and their repatriation to Ukraine, contributing to the strengthening and development of the country’s health care system. In the fourth direction, forecasting and assessment of the short- and medium-term needs of Ukrainian refugees in the field of health care were considered. It is noted that the main goal of this agreement is to ensure fair access and availability of medical facilities in the participating countries. Joint procurement is aimed at strengthening purchasing power, which allows for better contract terms and economies of scale. The fifth direction of the Agreement considered is the intensification of work with rare diseases in Ukraine, in particular in cooperation with the European Reference Networks (ERN). It is noted that this initiative is an important step in improving the diagnosis and treatment of rare diseases of Ukrainian patients and reflects the desire of the European Commission to support and develop specialized centers for targeted assistance to this vulnerable group of patients. The sixth direction of the Agreement is the continuation of funding within the framework of the EU4Health program. It was concluded that the partnership between Ukraine and the EU in the field of health care is an important component for supporting our state during the war, as well as for further fruitful cooperation.
