Анотація

У статті узагальнено основні визначення поняття «цифрова економіка», а також інтегральні індекси для оцінювання тенденцій її розвитку, що використовуються у міжнародних рейтингах. Досліджено рейтингову позицію України за міжнародними індексами, які відображають цифрову трансормацію економіки (Глобальний інноваційний індекс, Індекс світової цифрової конкурентоспроможності, Глобальний індекс мережевої взаємодії, Індекс мережевої готовності). Проведено аналіз позицій України за вказаними індексами у порівнянні з наближеними державами, державами-лідерами та державами- аутсайдерами. Виявлено основні перешкоди для розвитку цифрової економіки в Україні.

THEORETICAL AND ANALYTICAL ASPECTS OF THE DEVELOPMENT OF THE DIGITAL ECONOMY IN UKRAINE

English abstract

The purpose of this article is a theoretical and analytical study of digitalization of the national economy (based on international indices and ratings) as a key factor of economic development in the conditions of globalization and informatization. Innovative changes condition the development of the digital economy. Ukraine is not aloof from the digitization process, but rather actively participates in the digital transformation of the national economy. This is evidenced by the adoption of a number of specialized legislative acts in the field of digitalization, joining European programs in the field of CE development. In scientific circles, it is customary to define CE as: 1) a special segment of the economy; 2) process / activity regarding the introduction of information technologies; 3) an information system where economic relations are implemented; 4) transformation / evolution of economic relations based on their digitalization; 5) growing importance of the tertiary sector of the economy. To assess the development of the digital economy and international comparisons, a number of indices are used, the method of calculation of which involves summarizing a number of individual indicators. According to most of the indexes that reflect the development of the digital economy, Ukraine shows a mediocre position (the only exception is the Index of World Digital Competitiveness, according to which in 2021 Ukraine ranked only 54 out of 64 countries). The main restraining factors of digitalization of the national economy include: insufficient level of developed infrastructure and market (e-commerce); low level of state support for the digital transformation of the business environment; insufficient capital investments in the development of the digital economy; limited future readiness for progressive digitization; insufficient level of digital security.
